Pemkot Bandung Segel Bangunan Pelanggar Izin di Tubagus Ismail

Bandung, JURNAL TIPIKOR – Pemerintah Kota (Pemkot) Bandung menyegel sebuah bangunan yang terbukti melanggar aturan Persetujuan Bangunan Gedung (PBG) di Jalan Tubagus Ismail pada Senin, 7 Juli 2025.

Bangunan yang seharusnya didirikan lima lantai sesuai izin, justru berdiri enam lantai. Selain itu, bangunan yang diduga akan menjadi restoran tersebut juga menyerobot area trotoar yang seharusnya menjadi hak pejalan kaki.

Penyegelan dipimpin langsung oleh Wakil Wali Kota Bandung, Erwin, didampingi oleh Kepala Dinas Cipta Karya, Bina Konstruksi dan Tata Ruang (Ciptabintar) Bambang Suhari, Kasatpol PP Kota Bandung Bambang Sukardi, serta jajaran Polri dan TNI.

“Kami hadir bukan untuk mengganggu, tapi untuk menertibkan. Kota Bandung ini punya aturan yang harus ditegakkan. Kita ingin semua pembangunan sesuai izin dan tidak merugikan masyarakat, khususnya pejalan kaki,” tegas Erwin di lokasi.

Erwin menjelaskan bahwa penyegelan ini dilakukan secara bertahap dan persuasif, memberikan kesempatan kepada pemilik bangunan untuk menyelesaikan perizinan dan memperbaiki pelanggaran.

Ia juga mengimbau para pengusaha untuk taat aturan sebelum membangun. “Jangan sampai sudah bangun, ternyata melanggar,” ujarnya.

Wakil Wali Kota juga menegaskan bahwa Pemkot Bandung akan lebih tegas terhadap bangunan yang berdiri di atas saluran air atau sungai, mengingat potensi dampak buruk seperti banjir dan kerusakan lingkungan.

“Kami tidak bertindak semena-mena. Semua kami lakukan step by step dan sesuai aturan. Hari ini kita segel dulu, agar pemilik bisa menunjukkan itikad baik memperbaiki dan menyesuaikan izinnya,” kata Erwin.

Masyarakat juga diajak untuk turut serta mengawasi lingkungan. Pemkot Bandung membuka berbagai kanal pelaporan seperti hotline 112, saluran pengaduan jalan rusak dan reklame, hingga WhatsApp pribadi Wakil Wali Kota Bandung.

“Warga Bandung sekarang sudah kritis dan peduli. Laporkan kalau ada bangunan yang mencurigakan atau merugikan. Kita akan tindak sesuai hukum,” tutur Erwin.

Sementara itu, Kepala Dinas Ciptabintar Kota Bandung, Bambang Suhari, menerangkan bahwa dokumen perizinan atau PBG memang telah diajukan, namun tidak sesuai dengan kondisi bangunan yang saat ini sudah 80 persen berdiri.

“Dari hasil pengawasan lapangan, secara kasat mata jelas ada pelanggaran. Warga juga sudah berkali-kali mengingatkan pemilik, tapi tidak diindahkan. Ini jelas melanggar ketentuan,” ungkapnya.

Saat ini, Pemkot Bandung sedang menghitung ulang Koefisien Dasar Bangunan (KDB) dan melakukan telaah teknis untuk menentukan sanksi lanjutan, yang dapat berupa denda administratif atau pembongkaran sebagian bangunan.

“Kita akan cek apakah pelanggaran ini bisa diperbaiki. Misalnya trotoar harus dikembalikan ke fungsi awal sebagai ruang pejalan kaki. Jangan sampai hak warga diambil. Itu bentuk kedzaliman,” ujar Bambang.

Penyegelan ini akan berlaku selama 7 hari. Selama masa tersebut, pemilik bangunan harus menunjukkan komitmen untuk memperbaiki pelanggaran atau siap menerima sanksi sesuai aturan.

“Keamanan area tetap diawasi oleh petugas, namun tidak diizinkan ada aktivitas pembangunan selama masa penyegelan berlangsung,” tegas Bambang.
