SIAK, JURNAL TIPIKOR– Pengelolaan Kawasan Industri Tanjung Buton (KITB) kembali menuai sorotan tajam. Farizal, salah satu tokoh yang terlibat dalam perjuangan pembebasan lahan di kawasan seluas 5.400 hektar ini, mengungkapkan kekhawatirannya atas berbagai masalah yang dinilai menghambat potensi besar KITB sebagai pusat bisnis regional dan pencipta lapangan kerja.

Temuan Bawasda dan Kegagalan Pengelolaan

Menurut Direktur Pengawas Teritorial (Dirwaster) Badan Pemantau Kebijakan Publik (BPKP) Provinsi Riau, Farizal menilai bahwa pengelolaan KITB saat ini jauh dari harapan. Ia menyoroti temuan Badan Pengawas Daerah (Bawasda) Kabupaten Siak pada tahun 2022 yang mengindikasikan adanya ketidakwajaran dalam laporan keuangan PT KITB, PT SPS, dan PT SS.

Farizal menyebut laporan keuangan tersebut melanggar berbagai ketentuan dan merugikan keuangan daerah.

Lebih lanjut, ia menyoroti kegagalan PT SS dalam mengelola pelabuhan bongkar muat. Akibatnya, pada tahun lalu, pemerintah pusat mencabut izin pengelolaan tersebut, dan operasional pelabuhan kini diambil alih sementara oleh KSOP Kelas II Siak.

“Ini sangat memprihatinkan dan memalukan,” kata Farizal.

Aktivitas Ilegal dan Kurangnya Pengawasan

Selain masalah keuangan, Farizal juga menyoroti lemahnya pengawasan terhadap lahan KITB oleh PT KITB sebagai pemegang izin.

Ia mengungkapkan adanya aktivitas land clearing ilegal seluas ±30 hektare oleh oknum masyarakat di luar Kabupaten Siak.

Berdasarkan citra satelit, lahan yang dialihfungsikan menjadi kebun sawit ini berada di dalam kawasan KITB dengan status Areal Penggunaan Lain (APL).

Menurut ketentuan, lahan APL tidak boleh diolah atau dialihfungsikan tanpa persetujuan resmi dari pemegang izin, baik itu PT KITB maupun Pemerintah Kabupaten Siak.

Untuk itu, Farizal menegaskan bahwa masyarakat yang mengklaim memiliki lahan di dalam KITB, namun belum menerima ganti rugi, harus mengambil langkah-langkah berikut:

  • Mendatangi Pemda Siak dengan
  • membawa bukti kepemilikan yang sah.
  • Memastikan status ganti rugi atas lahan tersebut.
  • Jika belum menerima ganti rugi, meminta kejelasan apakah lahan tersebut akan dikeluarkan dari kawasan KITB atau tidak.

“Ini penting agar tidak ada pihak yang dirugikan dan tidak ada pelanggaran hukum karena ketidakjelasan status lahan,” tegas Farizal.

Desakan kepada Pejabat dan DPRD Siak
Mantan anggota Tim Anggaran DPRD Siak itu mendesak Pejabat Pemkab Siak dan DPRD Siak untuk segera bertindak dan meluruskan persoalan pengelolaan KITB.

Menurutnya, lambatnya tindakan pemerintah daerah dapat membuat kawasan strategis ini kehilangan nilai masa depannya.

“Jangan biarkan masyarakat kehilangan harapan dan menganggap negeri ini seperti tak bertuan,” tutup Farizal, menyerukan agar para pemangku kepentingan segera turun tangan.
