Jakarta, JURNAL TIPKOR – Jaksa Penuntut Umum (JPU) pada Kejaksaan Agung (Kejagung) secara resmi mengajukan banding terhadap putusan yang dijatuhkan majelis hakim kepada mantan pejabat Mahkamah Agung (MA) Zarof Ricar.
Permohonan banding ini telah teregister dengan nomor 42/Akta.Pid.Sus/TPK/2025/PN.JKT.PST.
“Untuk terdakwa ZR (Zarof Ricar), JPU menyatakan banding sesuai akta hari Selasa, 24 Juni 2025,” kata Kepala Pusat Penerangan Hukum (Kapuspenkum) Kejaksaan Agung, Harli Siregar, di Jakarta, Rabu (25/6).
Harli tidak merinci alasan di balik pengajuan banding tersebut.
Sebelumnya, pada Rabu (18/6), majelis hakim Pengadilan Tindak Pidana Korupsi pada Pengadilan Negeri Jakarta Pusat menjatuhkan vonis 16 tahun penjara dan denda Rp1 miliar subsider 6 bulan pidana kurungan kepada Zarof Ricar.

Majelis hakim menyatakan Zarof terbukti melakukan permufakatan jahat berupa suap dalam penanganan perkara terpidana pembunuhan Ronald Tannur, serta terbukti menerima gratifikasi.
Vonis ini lebih ringan dari tuntutan JPU yang sebelumnya menuntut 20 tahun penjara dan denda Rp1 miliar subsider 6 bulan pidana kurungan.
Majelis hakim mempertimbangkan beberapa faktor dalam memutuskan untuk tidak menjatuhkan pidana maksimal 20 tahun. Ketua Majelis Hakim Rosihan Juhriah Rangkuti menjelaskan bahwa jika dijatuhi pidana 20 tahun, Zarof yang saat ini berusia 63 tahun akan menjalani hukuman hingga usia 83 tahun, melebihi harapan hidup rata-rata di Indonesia yang sekitar 72 tahun.
“Sehingga pidana 20 tahun berpotensi menjadi pidana seumur hidup secara de facto,” ujar Rosihan.

Selain itu, majelis hakim juga mempertimbangkan bahwa Zarof Ricar saat ini telah ditetapkan sebagai tersangka dalam kasus dugaan tindak pidana pencucian uang (TPPU) yang masih dalam tahap penyidikan di Kejaksaan Agung.
“Sehingga sangat mungkin terdakwa diajukan lagi dalam perkara baru,” imbuh Rosihan.
Dengan pengajuan banding oleh JPU ini, kasus Zarof Ricar akan berlanjut ke tingkat pengadilan yang lebih tinggi.
