Jakarta, JURNAL TIPIKOR – Wakil Ketua Komisi I DPR RI Dave Laksono menekankan bahwa Rancangan Undang-Undang tentang Perubahan atas Undang-Undang Nomor 34 Tahun 2004 tentang Tentara Nasional Indonesia (RUU TNI) menerapkan supremasi hukum dan sipil berkaitan dengan posisi TNI dalam RUU tersebut.
“Hal-hal yang berkaitan dengan posisi TNI dan juga supremasi hukum, supremasi sipil, tetap diterapkan,” kata Dave di Kompleks Parlemen, Senayan, Jakarta, Kamis (20/3/2025)
Hal itu disampaikannya setelah menghadiri Rapat Paripurna DPR RI yang menyetujui RUU TNI untuk disahkan menjadi undang-undang.
“Alhamdulillah, Rapat Paripurna sudah berjalan dan sudah disahkan untuk revisi Undang-Undang TNI. Segala macam hal yang diperdebatkan sudah dibahas dan sudah diputuskan. Ini semua demi kepentingan bangsa dan negara, dan juga penegasan akan posisi TNI,” ujarnya.

Dia pun menyebut proses penyusunan dan pengambilan keputusan RUU TNI dan telah mengikuti semua aturan perundang-undangan yang telah ditetapkan.
“Sehingga semua proses kami lalui, tak ada tahapan yang dilewati, dan semua masukan dan input yang dari masyarakat sipil, dari semua instansi terkait, telah kami terima,” ucapnya.
Setelah disetujui untuk menjadi undang-undang di parlemen, Dave mengatakan RUU kemudian dilanjutkan pada tahap proses pengundangan untuk disahkan menjadi UU.
“Itu sudah kita serahkan ke Mensesneg (Menteri Sekretaris Negara) untuk diproses sesuai dengan proses yang berlaku,” tuturnya.
Dia lantas berkata, “Habis itu lanjut dengan proses harmonisasi, akan tetapi kan karena tidak terlalu banyak pasal yang berubah, jadi kalau penilaian saya proses harmonisasinya semestinya tidak akan memakan waktu lama.”

Sebelumnya, Rapat Paripurna DPR RI Ke-15 Masa Persidangan II Tahun Sidang 2024-2025 di kompleks parlemen, Jakarta, Kamis, menyetujui Rancangan Undang-Undang (RUU) tentang Perubahan atas Undang-Undang Nomor 34 Tahun 2004 tentang Tentara Nasional Indonesia (TNI) untuk disahkan menjadi undang-undang.
Perubahan dalam RUU tersebut, diantaranya mengenai kedudukan koordinasi TNI, penambahan bidang soal operasi militer selain perang (OMSP), penambahan jabatan sipil yang bisa diisi TNI aktif, dan perpanjangan masa dinas keprajuritan atau batas usia pensiun.
Pada perubahan Pasal 47 dalam RUU tersebut, jabatan sipil yang bisa diisi oleh prajurit TNI aktif bertambah dari 10 bidang menjadi 14 bidang. Selain ketentuan 14 bidang jabatan sipil itu, TNI aktif harus mundur atau pensiun dari dinas keprajuritan.(Antara)
