Bandung, JURNAL TIPIKOR – Komisi Pemberantasan Korupsi (KPK) secara resmi meluncurkan Indikator Monitoring Center of Prevention (MCP) Tahun 2025 dalam acara daring, Rabu 5 Maret 2025. Acara ini diikuti oleh 546 daerah yang terdiri dari 38 provinsi, 93 kota, dan 415 kabupaten.
Peluncuran MCP 2025 di Kota Bandung dihadiri oleh Wali Kota Bandung, Muhammad Farhan, Ketua DPRD Kota Bandung Asep Mulyadi, Wakil Wali Kota Erwin, Pj Sekretaris Daerah Iskandar Zulkarnain, serta Inspektur Daerah Dharmawan secara daring di Bandung Command Center (BCC) Balai Kota Bandung.
Wali Kota Bandung, Muhammad Farhan menyatakan kesiapannya untuk meningkatkan nilai MCP Kota Bandung dengan memperkuat sistem pencegahan korupsi di Pemkot Bandung.
“Kami berkomitmen untuk terus memperbaiki tata kelola pemerintahan dengan mengoptimalkan MCP sebagai alat identifikasi risiko korupsi serta meningkatkan transparansi dan pengawasan. Dengan sinergi yang kuat, kami yakin Kota Bandung bisa meraih nilai MCP yang lebih baik,” ujar Farhan.
Ia akan memastikan setiap perangkat daerah menjalankan sistem pengawasan yang lebih ketat, khususnya dalam perencanaan anggaran, pengadaan barang dan jasa, serta pelayanan publik.
Sementara itu, Ketua KPK RI, Setyo Budiyanto, dalam sambutannya menegaskan pemberantasan korupsi bukan hanya soal penegakan hukum, tetapi juga pencegahan di semua sektor.
“Pencegahan itu luas sekali. Pemberantasan korupsi tidak hanya soal hukum, tetapi juga sistem, regulasi, dan peluang,” ujarnya.
Menurutnya, MCP harus menjadi alat monitoring, surveilans, kontrol, dan upaya preventif dalam tata kelola pemerintahan.
MCP 2025 telah diperbarui dengan 8 area fokus, 16 sasaran pencegahan, 3 aspek utama, dan 111 indikator. Fokus utama mencakup perencanaan dan penganggaran, pengadaan barang dan jasa, pelayanan publik, manajemen ASN, pengelolaan barang milik daerah, optimalisasi pendapatan daerah, serta penguatan Aparat Pengawas Internal Pemerintah (APIP).
Di kesempatan yang sama, Inspektur Jenderal Kemendagri, Irjen (Pol) Sang Made Mahendra Jaya, mengapresiasi KPK atas peluncuran indikator MCP 2025.
Ia menyoroti bahwa 38 persen kasus korupsi di Indonesia terjadi di tingkat kabupaten/kota, sementara 12 persen di tingkat provinsi.
“Tata kelola di Pemda masih belum terlaksana dengan baik. Perlu evaluasi berkala agar hasil MCP sejalan dengan kondisi di lapangan,” ungkapnya.
Mahendra juga menegaskan pentingnya peran APIP dalam memastikan tata kelola pemerintahan yang bersih dan bebas korupsi.
“Semakin cepat dideteksi, semakin cepat ditangani. APIP harus terus menjaga integritas untuk menciptakan pemerintahan yang transparan dan akuntabel,” tambahnya.
Sedangkan, Deputi Kepala BPKP Bidang Pengawasan Penyelenggaraan Keuangan Daerah, Raden Suhartono mengatakan, perlu penguatan sistem pengendalian kecurangan.
“Fraud bukan lagi sekadar penyimpangan individu, tetapi bisa menjadi budaya kolektif yang mengikis integritas,” katanya.
Suhartono berharap MCP 2025 dapat menjadi solusi dalam memperbaiki tata kelola pemerintahan daerah.
“Jika delapan area intervensi dalam MCP diperkuat, maka tata kelola pemerintahan akan lebih baik dan risiko korupsi bisa ditekan,” tuturnya. (rob/red)
