JAKARTA, JURNAL TIPIKOR – Ombudsman Republik Indonesia (ORI) resmi melakukan transformasi besar dalam sistem pengawasan pelayanan publik di tanah air.
Mulai tahun 2025, penilaian kepatuhan yang telah berjalan sejak 2013 resmi berganti menjadi Penilaian Malaadministrasi Penyelenggaraan Pelayanan Publik.
Transformasi ini melahirkan Opini Ombudsman RI, sebuah instrumen baru yang dirancang untuk memastikan instansi pemerintah tidak hanya patuh secara administratif, tetapi benar-benar bersih dari praktik malaadministrasi.

Bukan Sekadar Formalitas Administrative
Ketua Ombudsman RI, Mokhammad Najih, menegaskan bahwa perubahan ini didasari oleh realitas di lapangan. Selama ini, banyak instansi yang tampak baik secara dokumen (pemenuhan 14 komponen standar pelayanan), namun pada praktiknya masih ditemukan penyimpangan yang merugikan masyarakat.
“Jika pelayanan publik dinilai baik tetapi masih ditemukan malaadministrasi, maka terdapat kesenjangan serius. Inilah yang ingin kami tutup.
Opini Ombudsman RI bergeser pada tata kelola yang substansial: kompetensi, transparansi, akuntabilitas, hingga kepercayaan masyarakat,” ujar Najih di Jakarta, Kamis (29/1).
Indikator Baru: Fokus pada Kepuasan Rakyat
Berbeda dengan penilaian sebelumnya, Anggota Ombudsman RI Robert Na Endi Jaweng menekankan bahwa opini ini berbasis citizen-centric. Suara masyarakat sebagai pengguna layanan menjadi variabel penentu yang sangat krusial.
Empat dimensi utama yang akan diukur meliputi:
- Dimensi Input: Pengetahuan pelaksana, perencanaan, dan pengawasan internal.
- Dimensi Proses: Persepsi pelaksana dan pengguna terhadap potensi malaadministrasi.
- Dimensi Output: Kolaborasi data sekunder dari BPS, KemenPANRB, Kemendagri, dan Bappenas.
- Dimensi Pengaduan: Budaya pengelolaan aduan serta kepatuhan instansi terhadap produk pengawasan Ombudsman (tindakan korektif dan rekomendasi).
Target Luas di Tahun 2025
Langkah berani ini diambil setelah data tahun 2024 menunjukkan 84,16% (494 entitas) berada di Zona Hijau. Meski angka ini tinggi, Ombudsman ingin menggali lebih dalam untuk mengeliminasi potensi maladministrasi yang masih tersembunyi.
Pada tahun 2025, penilaian ini akan menyasar 310 lokus, yang terdiri dari:
- 38 Kementerian & 8 Lembaga.
- 38 Pemerintah Provinsi.
- 56 Pemerintah Kota & 170 Pemerintah Kabupaten.
“Kepatuhan hukum atas produk pengawasan kami adalah bukti nyata kepedulian penyelenggara layanan terhadap kehidupan masyarakat yang bermartabat,” tutup Najih.
